Compared to the overall government, state governments are used in order to maintain power and lawfulness in a smaller setting. State governments focus more on schooling, property taxes, and local laws compared to the US government.

In regards to taxes, the state governments collect taxes on property and local regulations while the central government gathers taxes from income, service, excise, stamp duty, etc.
